Previous comments just go to show that humor has to spring from a shared perspective. When you have one with someone, it leads to funny. When you don't, it leads to, "Huh?".
Seriously guys? It's funny because it's the silhouette of one of their characters from Toy Story (Buddy? damn I can't remember the name), not just any cowboy. Lighten up!

Rather than say the unit is for males plus/or handicap they used symbols. That is all. There is no slight. The character for a male is a cartoon character from the movies so a bit of fun internally.
The point about local humor does not travel is spot on. The same with local slang or other things.
