Of nine coastal cities around the world, Shanghai appears to be the most vulnerable to serious flooding, reports a new study that finds European cities to be the most resilient.
The findings, from the University of Leeds, are based on a new method to calculate the flood vulnerability of cities that doesn’t just look at the likelihood of a city’s exposure to a major “once in a hundred years” flood, but also includes social and economic factors in the calculations.
